The rules that decide student lets

HMO licensing. Five or more sharers from different households means a mandatory HMO licence, anywhere in England and Wales. Many councils also run additional licensing that catches smaller shares.

Article 4 directions. In many student areas the council has removed the right to convert a family home into a small HMO without full planning permission, and those applications are routinely refused. Article 4 applies street by street: two identical terraces a road apart can have opposite answers, which is why a city average can never tell you whether a specific house works as a student let.
